The law firm of Hart & Gibbs, P.C., has a long history in Alexandria, Virginia. The firm’s history dates back to 1968 when Mr. Hart began his practice with Robert L. Murphy in Old Town, Alexandria. Both were former Assistant City Attorneys and the firm’s emphasis on local government issues remains to this day. Mr. Hart and Herbert L. Karp began their association in law school at the Georgetown University Law Center. They graduated from Georgetown together in 1963. After years of practicing in different firms, they decided to enter into practice together, along with Mary Catherine Gibbs, in 2001. They practiced together for 16 years, until Mr. Karp retired at the end of 2017. The firm also hired its first associate in many years with the hiring of Donna Scott, an experienced litigator from New York and the District of Columbia. The current firm specializes in zoning, condemnation, eminent domain, and waterfront litigation.
Harry P. “Bud” Hart is a partner in the firm where his primary areas of practice are zoning, condemnation, eminent domain, waterfront litigation and municipal law. He’s participated in numerous civic and volunteer organizations since the 1960’s including the past chair of Hopkins House, a Center for Children and their Families, past chair of the Northern Virginia Juvenile Detention Commission, a member of the City of Alexandria Charter Revision Committee, the Alexandria Chamber of Commerce, the Alexandria Community Services Board, and the Alexandria Kiwanis Club. He’s an active member of Blessed Sacrament Catholic Community. He is also a member of the Alexandria and American Bar Associations, as well as the Virginia State Bar.
Mary Catherine Gibbs is a partner in the firm, where her areas of practice range from zoning, condemnation, and eminent domain, to juvenile law where she previously acted as a guardian ad litem in abuse and neglect cases, as well as representing parties in domestic abuse cases. She received her B.A. degree from James Madison University in Harrisonburg, Virginia in 1993 cum laude, and her J.D. degree from T.C. Williams School of Law at the University of Richmond in 1997. Ms. Gibbs is a former law clerk to the Honorable Jane Marum Roush, 1997-1999, of the Fairfax County Circuit Court. She is a member of the Virginia Women Attorneys Association, and is Past President of the Northern Virginia Chapter of that organization. She is a member of the Alexandria Bar Association and the Virginia State Bar. Ms. Gibbs is also the former Chair of the City of Alexandria’s Commission for Women, where she was a member between 2002 and 2011. Ms. Gibbs is currently the Chair of the Board of Directors of the Friends of the Alexandria Commission for Women and a member of the Board of Directors of Sheltered Homes of Alexandria. She was the President of the Douglas MacArthur Elementary School Parent Teacher Association from 2012-2013.
Donna L. Scott is an Associate in the firm. She is a litigation specialist whose practice areas will include land use, zoning, and eminent domain. She received her B.A. degree from Old Dominion University in Norfolk, Virginia and her J.D. from the University of North Carolina at Chapel Hill. Ms. Scott is a member of the New York State and District of Columbia Bar Associations. She is also admitted to practice before the Supreme Court of the United States of America. Her reciprocal application to the Virginia State Bar is forthcoming. She is a former Assistant District Attorney with the Office of the District Attorney, Bronx County, New York and is active in the DC Bar Pro-Bono program. Ms. Scott also served as a Colonel in the US Army where she honorably served for 21 years.
