Representative Projects

1.    Paradigm Development Co. – Park Meridian

a. Approved in June 2013, this project included a Master Plan Amendment for additional density for the development of a vacant lot in the Eisenhower East Neighborhood. In addition, the approvals included a Coordinated Development District Concept Plan, a Development Special Use Permit and a Transportation Management Plan Special Use Permit for 505 unit residential building in 24 stories, including a unique park plan that provides a regional stormwater management feature that will capture and treat almost 77 acres of off-site stormwater runoff. In addition, the project provides over 30,000 square feet of affordable housing units on-site that will be guaranteed for 40 years. The project will begin construction in early 2014.

b. Approved in December 2017, this project’s second phase included a change of use for its Block in the Eisenhower East Small Area Plan from office to residential and Hotel as well as a height increase under a negotiated Small Area Plan amendment that preceded the individual development’s approvals. The individual approvals included a Coordinated Development District Concept Plan amendment, a Development Special Use Permit for the residential building, and a Transportation Management Plan Special Use Permit amendment for a 420 units residential building in 26 stories, with a 15 units affordable housing on-site units and the construction of a half acre dog park.

 

2.    CARR 1620 Prince Street, LLC – CARR Hospitality

Approved in February 2013, this project included purchase of unused floor area from an adjacent property owner in the same zone through a complex condominium regime.  The approvals for the project included a consolidation of the two adjacent parcels, a Development Special Use Permit and a Transportation Management Plan Special Use Permit for a 109 room Hotel on the Corner of Prince and Daingerfield Streets in Alexandria, including an increase to 3.0 FAR, a reduction in the required number of parking spaces as well as loading spaces, a valet parking program and an illuminated sign above 35 feet.  In addition, the project provides over 30,000 square feet of affordable housing units on-site that will be guaranteed for 40 years.  The project began construction in late 2013.

 

3.    Braddock Metro Place Residences

Braddock Metro Place Investors, LLC, obtained approval in April 2012, for this project which provides 165 residential units in close proximity to the Braddock Metro Station.  The Development Special Use Permit and associated approvals for the project included to increase the FAR for the project and increase the height from 77 to 99 feet under the City’s Affordable Housing bonus program of Section 7-700 of the Zoning Ordinance.  10 of the units will be guaranteed affordable for 40 years.  The project also provides over 21,000 square feet of ground level open space.  The project began construction in early 2013.

 

4.    Braddock Gateway

Originally approved in March 2008, this project included a Master Plan and Zoning Amendment for the redevelopment of 7 acres of property near the Braddock Road Metro Station.  In addition, the approvals included a Coordinated Development District Concept Plan and a Transportation Management Plan Special Use Permit for five (5) phases of mixed-use development with up to 770,000 square feet of residential, office, hotel and retail space, including a one acre park.  The first phase of this project was given approval in September 2011 for the construction of 270 residential units in a signature building at the corner of First and Fayette Streets.  The second phase of the project, including the substantial ¾ acre park, shown below, was given further approval in June of 2012.  The second phase includes the signature art deco building with 185 residential units and 5,200 square feet of ground floor retail.

 

5.    Restaurant Depot

Approved in September 2009, the Restaurant Depot wholesale warehouse project includes a unique design for an important commercial business in the City of Alexandria.  The Development Special Use Permit provides for the redevelopment of older warehouse buildings on Eisenhower Avenue with the construction of an approximately 72,000 square foot building near the interchange of I-495 and Clermont Avenue.

 

6.    Erkiletian Companies:  621 N. Payne St. Project

 Approved in 2008, this project provides for the redevelopment of a warehouse building in the heart of the Braddock Metro Neighborhood.  The approval of the Development Special Use Permit for this mixed use project includes 206 residential units and ground floor retail space at the corner of Fayette and Pendleton Streets, as well as a significant publicly accessible open space off Pendleton Street.

 

7.     Diamond-Lincolnia, L.L.C. – Lincolnia Road Residences

Approved in 2005, the project includes a multi-story residential building in the west end of the City of Alexandria.  The approvals include a Development Special Use Permit, with Site Plan, for the redevelopment of what was an office building and a single family home into a 136 unit residential building near the Duke Street exit of I-395.

 

8.     Tuscany at Landmark, LLC – Tuscany at Landmark

Approved in 2004, the project includes two multi-story residential buildings in the west end of the City of Alexandria.  The approvals included a Development Site Plan for the development of 104 residential units in two buidings over a unified parking garage, off of Stevenson Avenue on Yoakum Parkway near Landmark.  The project was constructed by Bozzutto Homes.

 

9.    JBG Rosenfeld Duke St., LLC: 1700 Duke Street

Approved in 2002, this mixed-use project included a Master Plan Amendment, Coordinated Development District Concept Plan, Development Special Use Permit, with Site Plan, Transportation Management Plan Special Use Permit and Vacation of Right-of-Way.  The approvals provided for the construction of 216 residential units above a Whole Foods grocery story on Duke Street in Alexandria, near the King Street Metro.

 

10. Paradigm Development Company: Meridian at Carlyle

Approved in 1999 as an amendment to the original Carlyle C-O Special Use Permit, the project provides 403 residential units with ancillary retail space near the King Street Metro in the Carlyle area off of Duke Street in Alexandria. The approvals also included a re-subdivision of the property as well as Carlyle Design Review Board approval for the design of the project.

 

 

11. Madison Homes:  Old Town Mews, now Old Town Crescent

Approved in 2000, this project included a Development Site Plan, with modifications, for the construction of 10 townhomes and a 28 unit multi-family condominium building on Slaters Lane in Alexandria, near the George Washington Memorial Parkway.  It is located across the street from the Marketplace retail site.  The townhomes, with separate garages, are separated from the condominium building by a 22 foot alley that serves both residential types.

 

12.    Other Notable Projects

A. Old Dominion Boat Club

The land exchange project between the Old Dominion Boat Club and the City of Alexandria resolves long-standing disagreements about ODBC’s waterfront property located at the foot of King Street.  Under the land exchange, ODBC will convey its property to the City in exchange for a newly created lot at the intersection of Prince Street and Strand Street which includes the property formerly known as the Beachcomber.  ODBC will construct a new clubhouse facility on the lot it acquires and the City will integrate the ODBC property at the foot of King Street into its waterfront improvements.  The firm represents ODBC in connection with the Property Exchange Agreement and the related transactional work associated with the project and in connection with the ongoing land use legal work related to the zoning change, the DSUP and the other local permits and approvals associated with the new ODBC facility.

 

B.    Townhouse Projects in the Old and Historic District of Alexandria

The firm has also represented several developers in connection with the development of smaller townhouse development projects consisting of 8 or fewer units, including Wilkes Street Residences at 711 Wilkes Street, the Galena Capital Partners project at 206 – 121 South Patrick Street, and the Royal Marketplace LLC project at 316 Princess Street.  The approvals required in connection with these projects typically include re-subdivision and/or lot consolidation, Development Site Plan or Special Use Permit and Board of Architectural Review Approval.
